Ann Loomis, P.E.

Ms. Loomis is a California-registered civil engineer with 11 years of experience in the environmental field. Ms. Loomis is currently based in southern California and previously worked in PES’ northern California office. Her primary responsibilities include managing site investigation and remediation programs, and engineering design for sub-slab vapor barriers, soil vapor extraction systems, and soil excavation and groundwater remediation projects. Ms. Loomis has conducted site characterization activities, and prepared human health and ecological risk assessments, feasibility studies, remedial action plans, and remediation implementation reports for a variety of projects. Ms. Loomis has also performed numerous Phase I and II environmental site assessments for industrial, commercial and residential sites. In addition, Ms. Loomis has experience with construction oversight, environmental deed restrictions, environmental compliance audits, hazardous materials and waste management, storm water management, air emissions and regulatory permitting and reporting.

Primary areas of responsibility for Ms. Loomis include the following:

  • Engineer responsible for permitting, operation, monitoring, maintenance and reporting for a groundwater extraction and air stripping treatment system at a former manufacturing facility. Oversaw subsequent remedial activities including a vapor intrusion assessment, pilot studies of monitored natural attenuation and enhanced reductive dechlorination, and implementation of a full-scale enhanced reductive dechlorination program;
  • Project manager responsible for negotiating the case closure process at former dry cleaner site under the oversight of multiple regulatory agencies. Activities performed included: a vapor intrusion assessment; preparation of remedial planning documents including a human health risk assessment, site conceptual model, feasibility study and corrective action plan; and negotiations with regulatory agencies; and
  • Engineer participating in preparation of a remedial investigation and feasibility study report, risk assessment and remedial action plan to address volatile organic compound, petroleum hydrocarbon and hexavalent chromium contamination a former industrial site. Coordinated with regulatory agency staff to negotiate the public participation and CEQA processes. Worked with client counsel and regulatory agency staff to prepare environmental deed restrictions and operation and maintenance programs for the multi-parcel, multi-owner site.
